Otello Celletti is a man who has been unemployed for years and his only goal in life is to become a motor traffic policeman. Thanks to his stubbornness and the needs of the mayor during the election period, Otello finally realizes his dream. However, things don't go as planned. Otello often finds himself in funny and unexpected situations amidst the chaos of big city traffic. His life becomes even more complicated when he enters the life of a beautiful actress named Silvia, who he encounters one day with her broken car on the roadside.
