In the fall of 1888, Baku prepares to host the visit of Tsar Alexander III. During this period, millionaire and Baku City Duma member Haji Zeynalabdin Taghiyev struggles for his influence and status in society. The city's mayor Orlovsky uses his position to seize the oil field of Teymurbekov, who has committed suicide. During this process, Haji's eldest son Ismail meets the general's daughter Nurjahan Arablinskaya and considers marrying her. The film tells the adventures of these characters, full of social and political upheavals. It shows how power and influence in Baku have become a playground as the Tsar's visit approaches.
